If you are unable to process your request online, you may be able to go in store to complete set up of new service. Keep in mind the requirements as well for a Credit Evaluation: AT&T requires a credit check when ordering new products (Wireless lines, U-verse TV, Internet and Phone).
Kudos for paying it off but a bad debt (collection) stays on your credit report for 7 years even if it shows a $0 balance.

AT&T isn't a charity. You have to pay what you owe in full. If you don't, they will suspend your account and send it to collections, no matter your story. Once it goes to collections, AT&T is done with the debt.

Yes, they do a credit check for an installment plan. With no credit, you will likely be required to put down a down payment, if you qualify at all. Having an installment plan only affects your credit if you default.

Yes, eventually services are suspended due to non-payment. Typically, services could suspend within two to three weeks, with a late fee being charged. We highly recommend setting up a payment arrangement to avoid service suspension.

They will never unlock them but they don't blacklist them. You can continue to use them on AT&Ts network. They will go after the person who owes the money on the device including sending them to collections and selling the debt to a debt collector. Yes verizon does ceck credit. In fact two times. The first time is a soft credit inquiry. While my score is not used, verizon still uses informatiin from a credit report.
